Ch 99 Summary

Okita goes to find Hijikata to deliver a letter to him. Although the
addressee is listed as “Namiuraya Shinbee” Okita deduces that it's a report
from Yamazaki and when the contents are coded out it reveals that Kondou
is currently being a lure/decoy. I don't quite understand this but it
appears that this was Hijikata's doing, and Okita sighs and tells him
that it can’t be helped.
This answer bothers Hijikata greatly and he immediately asks Okita if
he loves Kamiya. Hijikata's reason for doing so is because the old Okita
would have had definitely not given that answer. He would have immediately
wanted to protect Kondou above all else.
Okita tries to deny it, but Hijikata takes out the “hotograph” (in his
exact words “Ho to ga ra pi”). Okita tries to correct him (“po to ga ra
hi”) with gentle emphasis on the “P” and “H” that Hijkata keeps mixing
up, but Hijikata gets offended at being made fun of. Hijikata continues
yelling at Okita that no matter how one looks at the “hotograph” the figures
look like a married couple. He asks “Kamiya is a man, is he not?!” and
Okita can only stutter “Ye...Yes?”
As it turns out, it never occurred to Hijikata that Sei was a girl. Rather
he had thought the two where homosexual lovers.
Okita explains that the photo was only taken for fun, and that he has
no feelings for Kamiya whatsoever. It seems to abate Hijikata, and he
dismisses Okita. However, he tells Okita the photo will continue to be
in his keep, that no one must know about it and he will have Kamiya dress
up as a girl once more.
Okita runs off to find Sei. As he gathers his breath from overexertion,
he thinks to himself that as long as Hijikata still believes in the ploy
then everything will be okay. Sei asks him if he is alright but he only
stares at her thinking "It’s only a picture…" In the end he apologizes
and tells her that it was nothing and leaves to go take a bath. She deduces
that he only wanted to ask what was for dinner that night.
Soon afterwards, Hijikata goes looking for her and tells her that they
are going out on a trip. He tells the others to inform Okita that he is
borrowing Kamiya.
Sei is confused to find herself and Saitou at Yamazaki's base, Tokoden.
When Hijikata orders her to dress up as a girl, Sei responds by angrily
telling him that she is a boy, and dressing up as a girl is humiliating.
Hijikata explains to her that she needs to go on a dangerous investigation
under a guise. The foe is an important and formidable anti-Bakufu person.
It would be better to dress up as a girl, because the foe is a rascal
and would be easily tempted. After it all sinks in, Sei readily accepts the task.
Hijikata comes home to find Okita waiting for him. Okita wants to know
where Sei went, and is told that she is on a mission and will come home
in 4-5 days. However, Okita is unhappy that Hijikata took his subordinate
without his knowing and was put on a mission all alone. Hijikata responds that
the mission is important, the less people who know the better, and that
Saitou will be there. Okita wants to know why it was not him, the troop
leader instead. Hijikata tells him that Saitou is most suited for it.
Okita frets that being a spy is not something Sei is accustomed to. When
Okita realizes that Hijikata had Sei dressing up as a girl again for an
extremely dangerous mission, he anxiously implores to know where Sei went.
Hijikata retaliates, that Okita should be proud of his
"younger brother"
(actually the word is "otoutobun" which means "friend treated as younger
brother") is out on such a great task. This doesn’t please Okita at all,
and he thinks to himself, “"Kamiya-san is really a girl…!"
Sei spends the night practicing how to be a girl and is exhausted. On
her mission, she will be "Matsumoto Sei" the daughter of a "蘭医" ("Ran-I"
= lit. Orchid Doctor) from Edo who met an unfortunate circumstance and
has to stay at an inn. Likewise Saitou will stay at a close-by inn and
contact her later.
Sei sets out eagerly on her first mission with the intent to make Okita
proud. Little does she know just how anxious he is and that he only wants
to have her back safe again!
She soon arrives in Fushima. Her objective: Teradaya Inn and Sakamoto
Ryouma!
